What is Asbestos?

It’s a naturally occurring mineral fibre used in thousands of building materials until 1999 when banned. There are two main types: serpentine and amphibole, which are made up of different shaped fibres.

There are also different colours of asbestos, including blue, white and brown, although surveyor’s don’t use colour alone to determine its presence.

It’s dangerous because it’s a carcinogen, meaning it can cause cancer in living tissues. If it is disturbed and breathed in, it can cause severe diseases like mesothelioma, cancer and asbestosis, none of which are treatable.

Due to this reason, The Control of Asbestos Regulations 2012 was established, which states explicitly that people who are in charge of a building built after 1999 are responsible for identifying, locating and managing asbestos.

What Types of Asbestos Survey Exist?

It’s something that building owners or managers must legally complete when their building is being refurbished or demolished. Or in circumstances when the building was constructed before the year 2000.

People living or working in a building who are frequently exposed to asbestos can develop life-threatening illnesses if they aren’t aware of it. Therefore, the purpose of an asbestos survey is to protect them by identifying the hazards and thus minimising exposure.

It’s a legal requirement. If a building manager or owner doesn’t comply and someone does develop an illness due to asbestos exposure, they can be prosecuted or even face jail.

There are currently three main types of asbestos survey which exist. One which manages asbestos in buildings built or refurbished before the year 2000, one which is completed before a building’s refurbishment, and one completed before a building is demolished.

Asbestos Management Survey

Completed on any building built or refurbished before the year 2000, this type of survey aims to find the presence and amount of asbestos in an establishment where it could be disturbed either through routine maintenance or regular occupation.

Although it’s sometimes possible to determine asbestos merely by examining it, if this isn’t possible, it may require more in-depth analysis, which will cause the material to be disturbed.

The final survey report will outline where asbestos was found and which type of asbestos. It will also include a risk assessment, outlining how likely the material could disintegrate and become airborne. This is useful for prioritising areas of asbestos that require removal.

Asbestos Refurbishment Or Demolition Survey

This type of survey provides the locations of all asbestos in a building and the type of asbestos found through destructive testing methods. It’s necessary to carry out before a building is refurbished and involves testing specific areas that could be disturbed during work.

If a building is being demolished, an asbestos demolition survey will need to be carried out so that all asbestos within the building can be identified, removed and disposed of correctly.

It is a requirement of the CDM coordinator, which falls under the 2012 Construction Design and Management Regulations. It covers all areas that have been planned for refurbishment. The surveyor should carry it out alongside a project-specific plan.

An asbestos refurbishment survey cannot be carried out in properties that are occupied or are due to be re-occupied once the survey has been completed due to the destructive nature of testing, which can release asbestos fibres into the air.

If you manage or own a building that you’re planning on refurbishing or demolishing, you must complete an asbestos refurbishment survey. If you don’t, and someone working in the building develops a life-threatening illness due to being exposed to asbestos, you could be prosecuted or even face a jail sentence.
